A grandfather drenched his 10 month year old granddaughter as part of the ice bucket challenge and was later reprimanded for it on the news.  This is considered an inappropriate activity for the age group.

Build a fort with blankets.

Play Hide and Go Seek.

Play in a big box.

I know from experience that hide and go seek, building forts, and playing in boxes are all fabulous games to play at this age.
